ABSTRACT

The nation state is a type of state that believes it has political legitimacy because it represents a nation's sovereignty. The state is a political or geographical entity because it is a sovereign territorial unit, whereas the nation is a cultural or ethnic group. Abstract

A state is governed on the basis of certain principles, the sum of these principles is called the constitution. Amendment of the constitution may be necessary for the welfare of the people of the state. Seventeen amendments have been made in the constitution of Bangladesh so far. One of the important ones is the Fifteenth Amendment. Because through this amendment, the original spirit of the constitution is returned to the basic principles of 1972’s constitution. In addition, the caretaker government system was abolished, some articles of the constitution were made ineligible for amendment, blocking the way of illegal power grab, Bangabandhu was constitutionally recognized as the father of the nation, the speech of 7th March was included as a shedule in the constitution and several articles amendment were brought. Although the constitution has been given a beautiful shape through the fifteenth amendment, there are controversy over some other issues including the amendment process, the abolition of the caretaker government system and some articles also barred the possibility of amendment by any subsequent government or parliament. All these reasons make the Fifteenth Amendment of special importance.

Abstract
Constitution is the supreme law of a country. A modern state cannot be thought of without a Constitution, be it written or unwritten. All countries need Constitution in order to run smoothly. Like other countries in the world, Bangladesh has a written constitution which has gone through 17 constitutional amendments since the time of its birth. In 1972 Bangladesh started its journey with a good constitution but in 1975 radical changes were brought to that constitution. Through the Fourth Amendment of the Constitution, 25 Articles and many sub-Articles of the Constitution were changed, including the introduction of a presidential system of government instead of parliamentary democracy. The Bangabandhu government termed the Second revolution and took various programs to implement this. His
Second revolution began with the objectives of curbing corruption, increasing food production, population control, national unity, and restructuring the administration. This amendment of the constitution and the Second revolution program struck at the core of the interests of many anti-independence and permanent utilitarians, so they indulged in conspiracies and killed Bangabandhu and his family. Besides, the fourth amendment was called a constitutional coup and the second revolution was called a Baksali system, hiding its main purpose. Therefore, this article will try to see in what context this 4th amendment was brought and what was the main goal and purpose of the second revolution program. In short, an attempt will be made to know the rationale of the Fourth Amendment and the reality of the Second Revolution program.
